Lanark County outlines construction projects for 2021

In 2021, the Lanark County Public Works department plans to complete pavement preservation on 36.4 kilometres of roads, with rehabilitation scheduled for 24.1 km. and paved shoulders scheduled for 19.3 km.

 The total construction budget for this year is $8.35 million, with federal gas tax funding covering $1.9 million and $510,000 covered by Ontario Community Infrastructure Fund funding.

“The county has a five-year planning process approved by council that we use to assess the entire road system and set priorities,” explained Terry McCann, public works director. “We are making great strides with our program to pave shoulders on all county roads over time.”

The county oversees construction, operation, repair and maintenance on more than 560 km of roads and 82 bridge and culvert structures.

“Sound municipal infrastructure is essential for the people who live and work in Lanark County and for those who visit here,” said Warden Christa Lowry (Mississippi Mills). “It is critical that we have a strong plan to maintain and enhance our system of roads and bridges for public safety, the economy and for quality of life. Collectively our infrastructure is one of our largest assets, and council and staff work hard to manage it in a fiscally responsible manner.”

Projects for 2021 include:

 County Road 18 (Port Elmsley Road): G. Tackaberry and Sons Construction Company Limited is scheduled to pulverize, add granular, complete drainage work and pave (including shoulders) with warm mix asphalt for 3.5 km from County Road 1 (Rideau Ferry Road) to Beveridge Locks Road. Work is scheduled from May 3 to June 2 at a cost of $926,000.  

 County Road 16 (South Lavant Road): Thomas Cavanagh Construction Limited is slated to do resurfacing with double surface treatment on 3 km of road, from Poland westerly. Work is planned from June 7 to July 2 at a cost of $444,000.

 County Road 19 (Bennett Lake Side Road): Crain’s Construction Ltd. is planned to pulverize, add granular, complete drainage work and place double surface treatment on Bennett Lake Side Road from Fallbrook to Ennis Road. Crains will also resurface Bennett Lake Side Road from Ennis Road westerly for 2 km with double surface treatment. Work is planned from June 7 to July 2 at a cost of $484,000.

 County Road 17 (Blakeney Road): Arnott Brothers Construction Ltd. is scheduled to do resurfacing with double surface treatment and drainage improvements on Blakeney Road, from Martin St. North to Blakeney Road North for 2.9 km. Work is planned from July 5 to Aug. 6 at a cost of $445,000.

County Road 43 (Hwy. 43): G. Tackaberry and Sons Construction Company Limited is scheduled to cold-in-place the existing asphalt on Hwy. 43 and pave with warm mix asphalt for 9.5 km from Perth to Port Elmsley. Work is scheduled from July 12 to Sept. 3 at a cost of $926,000. A second lift of asphalt with fully paved shoulders will be added in 2022 from Perth to Port Elmsley.

 County Road 17 (Derry Side Road): Miller Paving Limited is scheduled to pulverize, add granular and resurface with double surface treatment on Derry Side Road, starting 500 metres south of Glenashton Road, southerly for 1.4km. Work is planned from July 19 to Aug. 6 at a cost of $185,000.

 County Road 16 (Christie Lake Road): G. Tackaberry and Sons Construction Company Limited is scheduled to pulverize, add granular, complete drainage work with new curb and gutter and pave (including shoulders) with warm mix asphalt from Glen Tay westerly for 2.2 km. Work is scheduled from Aug. 9 to Sept. 17 at a cost of $730,000.  

 Bolton Creek and Maberly Bridge: Major rehabilitation is planned for both Bolton Creek and Maberly bridges in Maberly on County Road 36 (Maberly-Elphin Road). Rehabilitation work includes repair to deteriorated concrete, new bridge railings and new waterproofing and pavement. Work has begun on the Bolton Creek Bridge and is expected to be completed by June 18, after which work on the Maberly bridge will begin and is anticipated to be completed Sept. 23. Traffic will be reduced to one lane, controlled by temporary concrete barriers to protect the workers. Total cost for the project is $900,000 and it is being completed by Bonnechere Excavating.

 Culvert Replacement: A total of 16 culverts will be replaced on County Roads 9, 10, 43 and 511 from July 5 to Aug. 27 by Arnott Brothers Construction Ltd. and Crain’s Construction Ltd. at a cost of $430,000.

 Traffic Signal Upgrades: Sometime between June 1 and Oct. 29, Parham Engineering Ltd. will upgrade the traffic signals in Carleton Place on McNeely Avenue at Independent Grocer at a cost of $64,500.

 Microsurfacing: This pavement preservation work is scheduled to take place from June 7 to Aug. 26 on County Roads 7, 12, 43 and 511 by Miller Paving at a cost of $1.46 million.

 McCann notes traffic may be reduced to one lane periodically during these projects and asks motorists to obey all signs and traffic control personnel during construction to ensure the safety of workers and the public. “We regret any inconvenience or disruption to traffic that may be caused.”

 Also watch for the county’s public works crews cleaning bridges and conducting roadside mowing, pothole patching and sign repairs throughout the summer. Regular road maintenance activities through other contracts throughout the season include ditching, brushing, crack sealing, line painting and safety barrier repairs.
